Warren County Release Types

Plain labels can hide very different legal results. Bail ends jail custody while the case continues. Dismissal concerns a charge or case outcome and should be checked against all other holds. Escape and death also end physical presence at the prison, but neither should be described as an ordinary release. Precise terms protect against a false claim that someone entered the community.

Detainer disposition, property acknowledgment, and a booking photograph may also exist. Their presence and public status cannot be assumed. A certified court order proves what the court directed, while the prison movement entry proves what the custodian recorded as occurring.

  1. Use the county request form or a clear written request. Give the requester's name and address because anonymous written requests do not meet the county policy.
  2. Identify the person, aliases, the booking date range, and a booking number if known. Use a birth date only when needed to distinguish the person.
  3. Ask for existing booking, commitment, movement, and release records. Name the release date and time, disposition code, destination, receiving agency, and detainer entry when recorded.
  4. Ask for electronic copies in their existing format. State whether a certified copy is required and set a fee-notification limit if useful.
  5. Keep the response and appeal instructions. A denial or redaction may turn on a specific exemption rather than the absence of a record.

The normal initial response period is five business days. A lawful extension can add up to thirty calendar days, and prepayment may be required when estimated fees exceed $100. The current county fee page lists common paper copies at $0.25 per side and certification at $1 per record, plus actual postage. Confirm costs before ordering because the live fee page controls over an older attachment.

Warren Release Records Under RTKL

Pennsylvania's Right-to-Know Law, 65 P.S. §§ 67.101 through 67.3104, governs requests to the county and state agencies. Section 305 creates a presumption of access for local and Commonwealth agency records. Section 708 and other laws can still protect security, personal identification, investigative, juvenile, sealed, or expunged material. The right question is whether each requested record or part is public.

The prison, Clerk of Courts, PA DOC, and Parole Board are separate custodians. Send the prison movement request through county Open Records. Ask the Clerk for a filed sentencing, bail, disposition, or revocation order. Use the state DOC request route for commitment, institution movement, parole release, final discharge, Board Action, or sentence-status records.

Warren Release Counts Need Care

Warren prison-board minutes offer useful custody categories but no named release list. July 2025 reporting showed an average daily population of 92. The snapshot included five people sentenced to DOC, 36 serving county sentences, 50 unsentenced people, three housed elsewhere, and ten held for other facilities. It also listed 74 men and 17 women.

Those figures describe a population at a point in time. They are not release totals. Admissions, transfers, court changes, and different reporting dates prevent a sound release count from the difference between meetings. Still, the categories show why a vanished name is ambiguous: some Warren County inmates move into another system rather than out of custody.

Find Warren County Released Inmates

Start with full name, known aliases, approximate age, and a lawful case, booking, or corrections number. Then identify the last known custodian. Warren County Prison, PA DOC, BOP, ICE, and USMS each require a different follow-up. Do not match on a common name alone.

  1. For a recent local departure, search Pennsylvania VINELink and read the exact release, transfer, escape, or movement event.
  2. Call Warren County Prison and ask which office can confirm a past release and distinguish community release from transfer.
  3. Search the UJS portal with county set to Warren. Check both Magisterial District Judge and Common Pleas criminal dockets.
  4. If a state sentence appears, use both sides of the PA DOC locator. If federal or immigration custody appears, move to the correct federal channel.
  5. When the destination remains unclear, request the county release and movement transaction through RTKL.

Warren Release Dockets Stay Separate

Warren and Forest Counties share Pennsylvania's 37th Judicial District and judges, but their courthouses and filing systems remain separate. A Warren County release search must filter the UJS Case Search to Warren. Check both local MDJ and Common Pleas criminal dockets because a preliminary matter and the later trial-court case can coexist.

Useful entries include bail changes, commitments, sentencing orders, violation proceedings, and completion-related orders. Match docket, OTN, SID, complaint, incident, or citation identifiers when available. A docket is not a live jail log and can lag. When a filed order must be certified, contact the Warren Prothonotary and Clerk of Courts at the courthouse rather than asking prison staff to certify a court record.

Note: A Forest County filing does not become a Warren filing merely because judges serve both counties.


Warren Release Notices and Transfers

PA SAVIN, delivered through VINELink, covers Pennsylvania county jails, state prisons, and state parole. A person-specific event can corroborate what a participating system reported. Release, escape, and movement or transfer have different meanings. Pennsylvania warns users not to rely on SAVIN alone, so preserve the event wording and confirm it with the last custodian or court record.

Federal paths are separate. The BOP locator can show a Release Date and a status such as Released or Not in BOP Custody. That means BOP custody ended, not that all custody or supervision ended. ICE's locator focuses on current adult ICE custody or CBP custody longer than 48 hours; no match is inconclusive. USMS provides no public former-prisoner database, so a federal court case and later BOP records may be needed.

Does no locator result prove release? No. Search mismatch, data timing, final discharge, transfer, restricted access, or a custody system outside that portal can all produce a negative result.

Note: Quote a notification event exactly because release, transfer, escape, and movement do not carry the same meaning.


Warren Release Supervision and Reentry

Warren Adult Probation handles local court supervision after disposition. The Pennsylvania Parole Board makes state parole decisions, while PA DOC administers field supervision. A supervised-person locator result may show a Release Date, county of residence, and district office. No separate Warren state-parole office assignment was verified, so use the office displayed on the actual record.

Forest-Warren Human Services also documents Forensic Administrative Case Management for eligible Warren or Forest residents with recent criminal-justice involvement and a qualifying mental-health diagnosis. January 2026 minutes described work toward treatment arrangements and active insurance as people left the jail, including a proposed embedded case-manager role. These are eligibility-based services and developing processes, not automatic benefits. Confirm current access with the program.

Travel After a Warren Release

Warren County Prison is at 407 Market Street. The Transit Authority of Warren County says its North and South route travels on Market Street and Conewango Avenue. That makes public transit a possible nearby option, but the source does not state that a bus stops at the prison release door or that the prison arranges a ride.

Check the current TAWC service information before travel. Ask prison staff where a release physically exits, whether waiting is permitted, and what current transportation steps apply. No official release time, family waiting area, gate transport, or ride procedure was found, so none should be assumed from the street address alone.


Warren Work Release Can Change

County minutes show that work-release conditions have shifted. April 2024 minutes described community-service work and participation both with and without regular outside work placements. September 2025 minutes later called the historically active program dormant for some time and discussed reviving it with placement checks.

Both records are dated snapshots. Neither should be turned into a standing promise that work release is open or closed now. Contact the prison's work-release coordinator to verify current participation, placement checks, and the custody status tied to a specific person. Work release itself also does not equal final discharge from the sentence.

Note: Confirm current program status because the Warren minutes document change rather than a permanent work-release rule.


Missing Warren Release Court Records

A missing UJS docket can reflect spelling, an alias, the wrong docket type, an older case, retention-driven removal, limited access, or expungement under 18 Pa.C.S. § 9122. It cannot prove that no custody or release event occurred. Retry the search with identifiers, Warren County, and both MDJ and Common Pleas case types before contacting the Clerk.

Expungement, limited access, and a booking image held by another custodian are separate issues. Do not reconstruct restricted information from a secondary copy. Ask the agency holding the specific record what access rule applies, and use the official response rather than treating a portal's silence as a factual answer.


Warren Prison History and Records

Local historical sources describe early jail buildings, including a jail associated with Warren's first public building, followed by later construction and replacement. Those sites must not be confused with the current Warren County Prison at 407 Market Street. September 2025 prison-board minutes also discussed a roof project expected to begin the next month, another reason to rely on current county contacts for operational details.

The official prison mission places the current institution under the Warren County Prison Board and county warden. It emphasizes care, custody, control, classification, rehabilitation, and reintegration. The county directory lists Warden Ryan Tipton and two prison phone numbers, 814-723-2486 and 814-723-7553. State inspection material classifies the prison as a County Correctional Institution and prints bed capacity as “139 / 24,” without defining the two categories.
